The President is the constitutional head of Executive of the Union. Real executive power vests in a Council of Ministers with the Prime Minister as head. Article 74(1) of the Constitution provides that there shall be a Council of Ministers headed by the Prime Minister to aid and advise the President who shall, in exercise of his functions, act in accordance with such advice. The Council of Ministers is collectively responsible to the Lok Sabha, the House of the People. / राष्ट्रपति संघ की कार्यपालिका का संवैधानिक प्रमुख होता है। वास्तविक कार्यकारी शक्ति प्रधान मंत्री के साथ मंत्रिपरिषद में निहित होती है। संविधान के अनुच्छेद 74(1) में यह प्रावधान है कि राष्ट्रपति को सहायता और सलाह देने के लिए प्रधानमंत्री की अध्यक्षता में एक मंत्रिपरिषद होगी जो अपने कार्यों का प्रयोग करते हुए ऐसी सलाह के अनुसार कार्य करेगी। मंत्रिपरिषद सामूहिक रूप से लोक सभा, लोक सभा के प्रति उत्तरदायी होती है।
