Gandhi was requested by Raj Kumar Shukla to look into the problems of the indigo planters of Champaran in Bihar. The European planters had been forcing the peasants to grow indigo on 3/20 of the total land called Tinkathia system/ राज कुमार शुक्ल ने गांधीजी से बिहार के चंपारण के नील बागान मालिकों की समस्याओं पर ध्यान देने का अनुरोध किया था। यूरोपीय बागान मालिक किसानों को कुल भूमि के 3/20 भाग पर नील की खेती करने के लिए मजबूर कर रहे थे जिसे तिनकठिया प्रणाली कहा जाता था।
