Explanation / व्याख्या :-

In exercise of the powers conferred by clause (1) of article 370 of the Constitution, the President, with the concurrence of the Government of the State of Jammu and Kashmir made the Constitution (Application to Jammu and Kashmir) Order, 1954 which came into force on 14/5/1954. This article specifies that except for Defence, Foreign Affairs,Finance and Communications,(matters specified in the instrument of accession) the Indian Parliament needs the State Government’s concurrence for applying all other laws. Thus the state’s residents lived under a separate set of laws, including those related to citizenship, ownership of property, and fundamental rights, as compared to other Indians. / संविधान के अनुच्छेद 370 के खंड (1) द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए, राष्ट्रपति ने, जम्मू और कश्मीर राज्य की सरकार की सहमति से, संविधान (जम्मू और कश्मीर के लिए आवेदन) आदेश, 1954 बनाया, जो लागू हुआ 14/5/1954 को बल। यह लेख निर्दिष्ट करता है कि रक्षा, विदेश मामलों, वित्त और संचार को छोड़कर, (परिग्रहण के साधन में निर्दिष्ट मामले) भारतीय संसद को अन्य सभी कानूनों को लागू करने के लिए राज्य सरकार की सहमति की आवश्यकता है। इस प्रकार राज्य के निवासी अन्य भारतीयों की तुलना में नागरिकता, संपत्ति के स्वामित्व और मौलिक अधिकारों से संबंधित कानूनों के एक अलग सेट के तहत रहते थे।
