For the second year in a row, Puducherry was the number one in terms of Educational Development Index (EDI) at the elementary level (class I to VII/ VIII), followed by Lakshadweep and Kerala. In terms of states, Kerala stood first. Kerala has made remarkable progress in primary education — moving up from ninth position in 2008-09 to third in 2009- 10. The Andaman & Nicobar Islands moved from seventh to fourth slot, while Tamil Nadu continued to hold on to its fifth position. / प्राथमिक स्तर (कक्षा I से VII / VIII) पर शैक्षिक विकास सूचकांक (EDI) के मामले में पुडुचेरी लगातार दूसरे वर्ष पहले स्थान पर रहा, इसके बाद लक्षद्वीप और केरल का स्थान रहा। राज्यों के मामले में केरल पहले स्थान पर रहा। केरल ने प्राथमिक शिक्षा में उल्लेखनीय प्रगति की है – 2008-09 में नौवें स्थान से बढ़कर 2009-10 में तीसरे स्थान पर आ गया है। अंडमान और निकोबार द्वीप समूह सातवें से चौथे स्थान पर आ गया है, जबकि तमिलनाडु अपने पांचवें स्थान पर कायम है।
