Lord Ripon (1880-1884 AD) is considered as the “father of local self-government” in India. Ilbert Bill (1883) was brought during his tenure. The bill was meant to abolish distinction and permit the Indian judges to try the cases of Europeans as well. European in India protested the passing of the bill and Ilbert bill controversy helped the cause of Indian nationalism.
लॉर्ड रिपन (1880-1884 ई.) को भारत में “स्थानीय स्वशासन का जनक” माना जाता है। इल्बर्ट बिल (1883) उनके कार्यकाल के दौरान लाया गया था। इस बिल का उद्देश्य भेदभाव को खत्म करना और भारतीय न्यायाधीशों को यूरोपीय लोगों के मामलों की भी सुनवाई करने की अनुमति देना था। भारत में यूरोपीय लोगों ने बिल के पारित होने का विरोध किया और इल्बर्ट बिल विवाद ने भारतीय राष्ट्रवाद को बढ़ावा दिया।
