It was Lord Dalhousie (1848-1856) who ordered work to begin on the Hindustan Tibet Road in June 1850. The system of begari prevalent in the hills, where unpaid labourers were pressed into service including for the transport of timber and files to Shimla is said to have upset the Governor General so deeply that he wanted to improve the road these men trudged. / लॉर्ड डलहौजी (1848-1856) ने जून 1850 में हिंदुस्तान तिब्बत रोड पर काम शुरू करने का आदेश दिया था। पहाड़ियों में प्रचलित बेगारी की व्यवस्था, जहां शिमला में लकड़ी और फाइलों के परिवहन के लिए अवैतनिक मजदूरों को सेवा में लगाया जाता था, वह है ने गवर्नर जनरल को इतना परेशान किया कि वह उस सड़क को सुधारना चाहते थे जिसे इन लोगों ने रौंद डाला था।
